A joint manifesto also calls on the Government to properly resource careers and guidance, monitor quality and ensure practitioners are qualified.
The document marks the start of a public show of unity between both organisations on the subject of careers guidance. Kieran Gordon, chief executive of Greater Merseyside Connexions, said: "It was time to be clear about what we all felt was a common aim."
The document will be sent to the Government in the run-up to a review of the current system.
Chris Evans, Institute of Career Guidance executive adviser, said: "This is a step forward in dispelling the notion that we are working in a fragmented sector."
