The board of Careers England, the trade association for career education and guidance, has published a policy paper in which it demands the development of a stronger strategy for joining up adult and youth careers advice and guidance, or the establishment of an all-age service as in Scotland and Wales.
Paul Chubb, director of Careers England, said: "There needs to be a framework to ensure youth support services and adult careers services link together."
Carolyn Caldwell, executive director of the National Association of Connexions Partners, said: "We are in favour of a system which picks up young people at 19 but we don't want the young people's service to lose focus."
