Claire Phillips, interim head of policy at the Office of the Children's Commissioner, called the document a "missed opportunity", criticising it for its "hang 'em and flog 'em" approach.
"The range of sanctions set out in the white paper completely misses all the excellent work that has been done on emotional literacy," she said, at a seminar organised last month by the Westminster Education Forum.
Phillips added that the commissioner's office was working with Mencap and other organisations to investigate the link between school exclusions and special educational needs.
Aynsley-Green is also considering setting up a regional network of commissioners.
