A report has proposed an overhaul of education funding to pump more money into early years by scrapping "ineffective" training for young people.

The education system is failing around half of all young people and will continue to do so unless cash is channelled out of higher education and into early years services, according to a report by the Social Market Foundation.

The report, Too Much Too Late, says many current initiatives to help young people from lower socio-economic groups are effectively a waste of money.

It argues greater investment in early years services would be more effective in helping young people to achieve more out of education and training in later life.

The report outlines a series of savings that can be made in higher education that will not only free up funds for early years but also make vocational training initiatives more effective.
