I almost missed this consultation. What consultation?
Published in March ... Ah, that consultation: Budget announcement, school leavers and 50 pages of text. It responds to a policy gap that children and youth organisations have been discussing since before Connexions.
The idea is young people should reach 19 with the skills they need to succeed in modern life.
And how is the Government hoping to make that a reality? Incrementally.
In October 2004, they're introducing a minimum wage for 16- and 17-year-olds of 3 per hour, and are working towards achieving minimum pay levels for apprentices of 70 a week. From this autumn, the Education Maintenance Allowance programme goes nationwide, and they want to simplify the financial support system for 16- to 19-year-olds, while providing incentives to encourage young people to remain in education, training or employment.
