What - another paper on special educational needs? I know. It seems to be one of those policy areas the Government can't resist refining.
The first green paper on the issue was published in 1997, followed a year later by a programme of action, then the Special Educational Needs and Disability Act and a statutory code of practice in 2001. More recently, the Audit Commission has expressed concern about inconsistent and unacceptable services and the push towards educational inclusion being an aim rather than reality.
So what's new? This is a complex area requiring a truly joined-up response from education, social care, health and the voluntary sector. The latest strategy aims to deliver personalised learning while making early years services and schools more responsive to the needs of individual children.
