The Government is looking at whether to give lead professionals their own budgets in order to give them more financial clout.

Lead professional: I remember the term, but not the meaning. The leadprofessional was introduced as part of Every Child Matters. The roleencompasses one of the main thrusts of the programme - the idea thatchildren with additional needs should receive an integrated package ofsupport.

Who are children with additional needs? The concept of additional needsdoes seem to have caused a bit of uncertainty in the past. TheDepartment for Education and Skills' guidance on the lead professionalsays that as many as 20 to 30 per cent of children could fall into thiscategory. These are the children whose experiences or characteristicsmay inhibit their capacity to be healthy, stay safe, enjoy and achieve,make a positive contribution, and benefit from economic wellbeing.
