Barnardo's chief executive Martin Narey believes the bill will stop child abusers from registering their details and force them into hiding.
He said last year's Review of the Protection of Children from Sex Offenders stated that a member of the public could have details of a sex offender if a Multi Agency Protection Panel (MAPP) believed they posed a risk to that person's child. But under the bill a MAPP will be able to give details of a sex offender to any member of the public whether or not it believes there is a risk to a child.
Narey said: "I am gravely concerned that the effect of greater disclosure will prompt more sex offenders to flee police and probation supervision."
