"Everyone can sing," asserts Jaffrey, a former project executive at BBC Music. "But one of the most pernicious effects of traditional music education has been to tell kids that they can't do it. I do not accept the 'can't do' system. It's like saying that you can't learn English just because you won't be able to write like Shakespeare," he says.

The background of the 42-year-old Arctic Monkeys fan ("I've just cottoned on to them about a year after young people and have been downloading their stuff like mad"), and his obvious passion for music made him ideally placed for taking charge of the Music Manifesto, a five-year strategy launched in July 2004 that involves a coalition of more than 420 music organisations.
