Les Lawrence, chair of the children and young people board of the Local Government Association since March this year, and cabinet member for education and lifelong learning at Birmingham City Council, says the disengagement of young people, not just in the voting process but in other processes as well, is a major problem. "The youth turnout for the local elections is likely to be lower than I would like," he says. "Campaigning attitudes to young people are very variable. Voting patterns show a gradual if not significant decline among 18- to 24-year-olds. They are active politically, but they have a focus on single issues."
