Claire wonders whether safeguarding beats old-fashioned protection.

I once met Sir Michael Bichard at a conference. He is a genuinely nice guy and much better looking than that awful photo that always appears in the press.

He had a helluva job doing the investigation and report into the bureaucratic blunders that contributed to the Soham murders.

The Bichard Inquiry report was published last autumn, but now the man is quoted as saying he is disappointed at the lack of progress into implementing his recommendations. One major task is to develop new information sharing systems. This is fair enough, but anyone working in the child protection field will tell you that it ain't easy dismantling the ties that bind huge cultural working norms, recording systems, agreeing new partnership guidelines and developing information sharing protocols.
