Gordon Brown's promotion of a greatly expanded house-building programme and supply of affordable housing is predictably going to sharpen the battle lines about where to build and for whom. Will the green belt be safe? Are current immigration policies encouraging too many arrivals in an already overcrowded island? Has it not been Brown's tax haven policies that have encouraged far too many wealthy incomers to settle in the UK and pump up house prices, particularly in London and the South East?

There is one angle to this developing policy saga that has so far received insufficient attention: the 'No Ball Games Here' notice and its more subtle successors.
