Young asylum seekers were facing eviction from the UK and a withdrawal of their benefits until a last minute U-turn by the Government's National Asylum Support Service last week.
More than 2,500 asylum seekers and their dependants from new EU countries were told on 6 April that benefits and accommodation would stop at midnight on 30 April.
Stephen Rylance, spokesman for support agency Refugee Action, said: "We have been concerned about the lack of transitional protection. It is a chaotic situation where families have had the threat of being thrown out onto the streets hanging over them."
Julie Kashirahamwe, Refugee Action's youth and community project manager in Liverpool, said the new regulations had caused "uncertainty".
