The report, Mapping The Provision of Education and Social Services for Refugee and Asylum Seeker Children, claims that such children face difficulty accessing education, healthcare, accommodation, care and protection.
Voluntary organisations are finding that very little information is available on supporting young asylum seekers.
The report suggests a model for the implementation of a reference web site and training for voluntary organisations. It says legislation and regulation relating to asylum-seeking children and families must be consolidated.
Yvonne Spencer, head of the education advocacy unit at the Children's Legal Centre, said: "Statutory services and voluntary agencies have inadequate information and training. Our model will enhance awareness of the rights of refugee and asylum-seeking children."
