Peter Lewis: This is a real challenge, but good work has been done that could help you. For example, Lincolnshire County Council's approach has attracted very positive comments from the International Child Abduction and Contact Unit. Both have published documents and guidance online, which are worth checking out.
Another source of information is work published by the president of the Family Division of the High Court, Sir James Munby, last November.
When taking action locally, make contact and establish a good channel of communication with the embassy or consul of any country with a significant number of cases in your area. Identifying a named person with secure links in their home nation should help get quick answers to even basic questions. Ensure the police and health services are involved.
