Ask the Expert: Emergency placements

We are struggling with the number of children being placed in our authority on emergency placements. It is putting a strain on resources but other councils seem to see us as the easy option. What can we do?

It is important that you have a thorough knowledge of the residential care providers in your area, and the number and type of children placed with them. You also need to know why other councils are placing children outside their area.

It would be worthwhile organising a meeting with the areas that are making the placements to discuss the issues and your respective responsibilities. A clear understanding of the matter is important, so try to agree a way forward. Once you have done this, ensure that elected members are informed and understand the issues. It may be worth elected members contacting their counterparts in the placing authorities and seeking their support in reducing problems.

That way, you can both deliver your obligations to these children.
