The Passport to Music scheme will give young people access to a web site to find out about local music providers and keep track of their work.
Michelle James, director of marketing at Youth Music, said: "A lot of young people don't take up music despite previous interest because of a lack of knowledge of what's available or being unable to ask for it."
As well as the web site, the passport will include a CD-Rom and a smart card that will allow young people to buy discounted music equipment from providers.
The organisation is investing 90,000 of its Big Lottery funding into the running of three pilots that it plans to establish by the autumn with schools, local authorities and community organisations, with a view to rolling out the scheme nationally by June 2007.
