The call comes in the wake of Government plans to extend the use ofparenting orders.
Elizabeth Lovell, policy advisor at The Children's Society, said:"Parents need support but many who get parenting orders have been askingfor support for a long time and haven't received it. We feel it would bebetter to improve access to voluntary programmes and support thatparents want and would use if it was there."
Caroline Abrahams, NCH's director of policy, added: "When problems occurin families help must be offered as early as possible." Prime MinisterTony Blair last week announced plans to allow more agencies to apply tothe courts for parenting orders and the formation of a Respect TaskForce to lead on the Government's efforts to combat anti-socialbehaviour.
