The Alliance Against Asbos, which has been set up by a London solicitor, is arguing that insufficient research has been done on the effectiveness of the civil orders.
And it says too many children and young people are being locked up for breaching the orders.
The founder of the alliance, Matt Foot of solicitors Michael Fisher, said the Government's research on the effectiveness of Asbos was "pitiful" and two years out of date.
Figures for Asbo breaches in 2003 have not yet been published and Foot said he was considering serving the Home Office with a request under the Freedom of Information Act to force it to release updated statistics.
