Analysis: Scotland - Family centres snubbed in review

An in-depth probe into Scottish early years services by MSPs has had a mixed reception from children's organisations, with some labelling the resulting report and proposals a disappointment. Joe Lepper examines the recommendations.

After 18 months of research the Scottish Parliament's EducationCommittee this month published its report into the future of early yearsprovision.

This was seen as a vital review by children's organisations, which arecrying out for more resources, easier ways to secure funding andimprovements in training. The review was also seen as long overdue; thelast overarching strategy for early years in Scotland was produced in1998 and predates devolution.

Training and funding

Among the recommendations made by the committee were raising the skilllevel of staff, particularly in the birth to three sector, improvinglinks between early years and primary education, and the need for theScottish Executive and local authorities to make funding arrangementsless complicated.
