Analysis: Scotland - Joined-up childcare policy needed

Many childcare workers in Scotland have called for a national framework, similar to England's 10-year strategy, to join up services and create clear targets, but the Scottish Executive is not sure it's the way forward. Jo Stephenson reports.

Although the Government's 10-year childcare strategy, published last December, is occupying the efforts of staff in England's early years sector, the situation isn't quite as clear-cut in Scotland, where a flurry of reviews, consultations and new policy have yet to point to a clear direction for future services.

With responsibility for education policies devolved to the Scottish Parliament, there have been calls for a Scottish equivalent of the 10-year strategy, but the Scottish Executive is not sure if this is the way forward.

"That's one option that the Department for Education and Skills decided was right for them. Whatever we decide on will be based on Scottish circumstances and I don't think that we are necessarily going to go down the same route," says a spokeswoman.
