Almost every youth worker has to make difficult decisions relating to substance misuse, whether it is dealing with the 17-year-old who turns up drunk, the 14-year-old who smokes, or pondering what to do with the bag of grass that has just been confiscated. Youth workers are expected to enforce boundaries of acceptable behaviour, but there are few guidelines on dealing with incidents or setting day-to-day rules for youth centres.
General guidelines
Guidelines issued by the Department for Education and Skills (DfES) have been the traditional starting point for most statutory youth services.
The greatest limitation is that this guidance is also written for schools and colleges.
