Analysis: Policy - Government - Report shows provision problems

The Department for Education and Skills' Departmental Report 2006, which was published earlier this month, has shown the department is making progress on many of its aims, but has also uncovered problems with provision for young people.

Some of these are restricted to certain groups. On looked-after children, for example, it has struggled to reach either 2002 Comprehensive Spending Review targets to increase educational achievement, or the 2004 target to make sure 80 per cent of looked-after under-16s stay in the same placement for at least two years.

But other difficulties, such as a failure to make progress in tackling the problem of young people who are not in education, employment or training (NEET), have raised questions about the overall ability of the department to handle the youth agenda.
