Analysis: Child protection - Was Westminster another Climbie?

The torture of a disabled four-year-old returned to her parents from the care of Westminster Council has prompted comparisons to the murder of Victoria Climbie. Sarah Cooper investigates whether this is justified and looks at the wider impact of the case.

It has been claimed that the case of a disabled four-year-old whosuffered horrific injuries as a result of torture by her parents hadstriking similarities to the Victoria Climbie tragedy.

Newspaper reports said the abuse mirrored that of eight-year-old Climbiewho was tortured to death seven years ago. But Westminster Council,which dealt with the young girl known as Child B, is quick to deny thisand keen to promote the fact that it had been working continuously withthe girl's family.

Following an independent serious case review, a statement fromWestminster's Local Safeguarding Children Board said: "Contrary toreports in the media this is not another Victoria Climbie case,Westminster City Council and partner agencies have been working with thefamily for a long time. After the child returned home there were atleast 20 visits from health and social care professionals."
