Research by the union Unite showed a quarter of health visitors thought it was very or somewhat likely their NHS trust could fail to spot cases similar to that of Victoria, who was tortured to death at the age of eight. Unite also found more than two out of five health visitors are responsible for 500 children and nearly one in five had a caseload of more than 1,000. Karen Reay, national officer for health at Unite, said the findings showed the profession was "on the ropes".
A Department of Health spokesman said the government had implemented a "stronger framework" for tackling child abuse since Victoria's death.
