Peter Ellis, head of community learning at Monmouthshire Council, said: "It is frustrating but we intend to proceed with the scheme and the county council is fully behind us. We consulted widely and believe we have chosen the best location."
Protestor Geoff Phelps, however, claimed the location was inappropriate: "The site is unsuitable as this is an area where most people are pensioners or near to retirement. We have nothing against skateboarders, so long as they are well-behaved, but there are other more appropriate sites."
