Text Talk, run by the Base 25 information service, will provide quick confidential advice for 11- to 25-year-olds in the city for the cost of a text message. It is being promoted through schools, GP surgeries and youth groups in Wolverhampton.
Young people are given the option to call a free helpline, arrange an appointment with a counsellor or continue the dialogue through text messaging.
Base 25 received 80,000 to operate the Text Talk service for two years.
The funding comes from the Service Innovation Fund, part of Wolverhampton's neighbourhood renewal scheme.
Rob Willoughby, chair of Base 25, said: "Vulnerable young people don't automatically identify their own needs and this is a discreet way to start the dialogue. There could be 10 contacts within the first hour, or it could be a one-off response.
