The service, run by mobile marketing company Incentivated, allows people to text LEISURE, LIBRARY, YOUTH or CHILD to 80097 and receive an instant message with details of the location and phone number.
The technology could be rolled out across London or nationally, and could be used for any public service, said Sarah Richardson, Westminster's cabinet member for children's services.
She said: "The information about youth clubs and children's centres that people can get through these text messages will be really helpful in their day-to-day lives, as will being able to keep children busy at libraries and leisure centres."
The service builds on Westminster's existing SatLav service which helps people to find their nearest public toilet. It costs 25p plus standard network charge per text.
