Admissions: Primaries accused of 'covert selection'

Primary schools have been accused of not taking their fair share of pupils from poorer backgrounds.

A report by Chris Waterman, director of ConfEd, is the first toinvestigate whether there is any element of "covert selection" at stateprimary schools.

It suggests that many avoid pupils who are eligible for free schoolsmeals.

Catholic schools were the worst offenders, with the report finding anaverage nine per cent difference between the number of pupils takingfree school meals in these schools and the number of pupils taking freeschool meals in the surrounding areas.

According to the Original Sins report, some church schools have smallerthan expected numbers of free school meal pupils, which it says can onlybe explained by the way the schools handle applications for places.
