Viewpoint - Voluntary sector is still the junior partner

After many years in the wilderness, it's great youth work is now a key element of the government's 10-year youth strategy.

Similarly, there appears to be cross-party consensus over the need to engage positively with young people in communities and a national, one-size-fits-all provision seems to be giving way to local demand.

The Local Government Association recognises the contribution organisations such as Clubs for Young People make, commenting that "the voluntary and charity sector has a strong role to play in the development, design and delivery of public services".

The Audit Commission's recent Hearts and Minds: Commissioning from the Voluntary Sector argues that voluntary organisations can make a valuable contribution beyond the delivery of public services, notably to public participation, social inclusion and community engagement. Commissioning enables local authorities to think differently and listen more closely to views of communities, young people and the voluntary sector.
