The young people, surveyed by children's rights director for England Roger Morgan, said care placements should be designed so siblings can remain together and staff and carers should do everything to keep children safe from harm.
In his report, Children on Care Standards, Morgan says children think people working with them must be the right people, qualified, properly recruited and checked.
Morgan said: "The children have told me they want to be made aware of the National Minimum Standards and how it applies to their settings and want to be treated fairly and with respect."
