Tories reveal plans for community-run public services

The Conservatives plan to win the election by calling on community members to run their own schools and public services, according to the party's manifesto.

The manifesto, Invitation to Join the Government of Britain, which was published today, proposes the creation of a "Big Society" focused on social responsibility rather than state control.

"We will redistribute power from the central state to individuals, families and local communities," it states. "We will give public sector workers back their professional autonomy. They will be accountable to the people they serve and the results they achieve will be made transparent."

The Tories plan to let parents set up their own schools, based on the model used in Sweden, and allow for public sector workers to break away from local governance and run their own Sure Start centres, with funding based on outcomes. The Sure Start scheme will also be refocused on the poorest families under a Conservative government, and a National Citizen Service will be created to encourage all 16-year-olds into helping their communities.
