
Proposals to give staff and users more control over running services for children have been touted by both Labour and the Conservatives.
In the latest move towards greater employee ownership, Labour has unveiled its commitment to creating "mutual federations" that will allow employees and service users to take over the running of services ranging from health to children's centres.
The Tories have also unveiled plans that would allow staff to own and run local services. In February the party published a paper based on handing "power to public sector workers" by allowing them to form employee-owned co-operatives to take over services including primary schools and social work teams.
