Tories outline children's centre co-operative plans

The Conservatives have proposed a co-operative model for children's centres where providers receive funding based on outcomes achieved for children.

David Willets, shadow skills secretary, made the comments in a speech at the 4Children Annual Policy Conference today.

The model would allow public sector staff, voluntary groups and parents to run children's centres.
The centres would receive government funding and would therefore be free from local authority control.

Willets said the model would allow "freedom to innovate" and centres will be rewarded for outcomes such as reducing mortality rates, preventing children going into care and increasing "school readiness".

"We think it will open up provision of Sure Start because it has become heavily local authority run," he said.
"Some third sector groups would quite like to contribute to children's centres but are struggling to break in."
