Social exclusion: Blair threatens to take over councils that fail the excluded

Local authorities could lose control over children's services under Prime Minister Tony Blair's new drive to reduce social exclusion.

As Children Now went to press, Blair was preparing to give a speech tothe Joseph Rowntree Foundation, setting out the philosophy behind theGovernment's forthcoming action plan on social exclusion.

A spokesman for the Prime Minister said Blair would use the speech toreveal that if local authorities fail to make inroads into socialexclusion, central government will intervene.

Children Now understands that Blair discussed the patchiness of localauthority services at a meeting with children's charities at Chequers(Children Now, 30 August-5 September). He told those at the meeting thathe favoured putting other organisations in charge of failingservices.

Blair's speech was also set to outline his ideas for earlierintervention in children's lives, which he sees as vital to breaking the"cycle of deprivation". It would involve services identifying young andunborn children thought likely to end up in severe poverty or crimelater in life, and taking preventative action.
