Social exclusion action plan: Government ploughs 7m into plans to help youngest children

Ministers have outlined new policies for helping children in care and teenagers at risk of becoming pregnant.

Reaching Out: An Action Plan on Social Exclusion, published this week,contains a strong focus on these two groups. There is also a new 7m plan to provide more support for very young children born into thepoorest families.

The document reveals that the Government will look at establishing a new"centre of excellence" for children and family services. The centrewould scrutinise new and existing programmes in children's services topinpoint those that provide the best and worst value for money.

Speaking at the launch, the social exclusion minister Hilary Armstrongsaid: "This action plan will help and challenge individuals and theservices that support them to unlock their aspiration and help liftthemselves out of poverty and exclusion."
