Social exclusion: Action plan focuses on needs of young

Reaching Out: An Action Plan on Social Exclusion was launched by social exclusion minister Hilary Armstrong with colleagues across the Government.

The plan is guided by five principles: early intervention; identifying what methods work best; better co-ordination across agencies; the personalisation of services; and intolerance of poor performance at local level.

The plan focuses on young people in care, teenage parents, mental health patients and families.

Plans setting out "systemic reform" of the way local services are delivered will be included in the local government white paper due later this year.
