The Commission for Social Care Inspection report, Adoption: Messagesfrom Inspections of Adoption Agencies, said: "High turnover rates andthe use of employment agency social workers in children and family teamscan significantly affect the timing and quality of adoption plans."
Elizabeth Webb, adoption and permanence manager at The Adolescent &Children's Trust, said: "The report shows the value of specialistadoption workers in producing better outcomes for children. But thestruggle to recruit and retain those workers and build their skillsundermines that."
Webb also said the report showed the positive contribution made byvoluntary adoption agencies. "However, some voluntary adoption agenciesare under pressure at the moment due to delays in placement orders beingmade," she added.
