Labour's youth justice minister has called for sweeping changes to the way young offenders are dealt with, suggesting that anything that does not work should be ditched.

Speaking at the party’s annual conference in Brighton, Rob Flello said that although Labour’s official policy on youth justice was yet to be decided, he is in favour of fundamental change.

“I go around and see young offender institutions (YOIs) and I wouldn’t want my children to be in them, so why does the state allow other citizens' children to be in them?”

“Secure training centres (STCs) and secure children’s homes do some good work, but for the amount of money being spent on them, so much better work could be done,” he told delegates at an event organised by crime reduction charity Nacro.
