Government warned against using payment-by-results in youth justice

The government has been warned that payment-by-results in the youth justice system could have a negative impact on young offenders, after Prime Minister David Cameron announced plans to extend use of the concept.

Speaking at a Centre for Social Justice event, Cameron said he wanted to put “rocket boosters” on payment-by-results and see the model in use “right across rehabilitation” by the end of 2015.

His words have prompted figures in the youth justice sector to warn that the introduction of the system for use with children and young people could result in unintended consequences.

During his speech Cameron called on charities, companies and voluntary organisations to help rehabilitate prisoners.

“Give offenders new skills,” he said. “Educate them. If they’ve been in a gang, send a reformed gang member to meet them at the prison gates and take them under their wing. If they’re on drugs, try the latest techniques to get them clean.
