Payment-by-results plan for YOTs is shelved

Major plans to introduce payment-by-results for youth offending teams have been shelved because of concern over the way youth reoffending rates are calculated, CYP Now has learned.

The government had planned to introduce payment-by-results for youth offending teams (YOTs) by next April, based on the measures of first-time entrants to the justice system, numbers sentenced to custody and reoffending rates.

However, it is understood that the process of drawing up fair and accurate measures for reoffending rates is proving to be a significant stumbling block.

Latest government statistics show that reoffending nudged down by 0.1 per cent from 32.9 committing an offence within a year in 2008, to 32.8 per cent in 2009. But initial Ministry of Justice figures for 2010 show reoffending has risen in nearly 70 per cent of YOTs in 2010, bucking the downward trend of recent years. The figures reveal that between January 2010 and December 2010, a total of 109 youth offending teams (YOTs) had higher reoffending rates compared to the same period in 2009, representing more than two-thirds of YOTs (69.4 per cent). This is expected to reflect an overall rise in the national reoffending rate for the period.
