Schooling: Children still miss out on education

Councils are failing to meet Every Child Matters targets for identifying and tracking children who are missing education, according to a damning Government report.

Four years ago the Department for Education and Skills set a target forall local authorities to put in place procedures to help thesechildren.

But, according to the research, just 17 per cent of councils have awritten policy in place, and only 44 per cent have procedures set up toidentify and close gaps in their systems.

The report's survey of 129 councils, carried out in March this year,also found that only 16 per cent monitored the pace of moving childreninto education, while just 42 per cent kept a record of children who hadleft a school with no known destination.

Martin Rogers, co-ordinator of the Children Services Network, said:"This is a complex issue, which may explain why many local authoritiesseem to be making slow progress." He added that the introduction of thenational child index would "be a big step forward".
