The Department for Education and Skills is understood to be concernedthat some local authorities have failed to meet a target to havesystematic arrangements in place by the end of last year.
The department has contacted every director of children's services toemphasise that local authorities should now have systematic arrangementsin place to identify children missing from education. It has alsoinformed them that it is conducting a major research project to identifythose local authorities that are falling behind.
A recent letter sent out by the department to all children's servicesdirectors reads: "Research is being carried out over the next few weeksto assess how far local authorities have progressed in meeting theGovernment's expectation that by December 2005 every local authorityshould have systematic arrangements in place to identify childrenmissing from education, so that suitable provision can be made for them,drawing on the non-statutory guidance issued in July 2004."
