The Smarter Funding for School report, published last week, reveals thatalthough education funding increased by 50 per cent in real terms since1997, the way the money is distributed fails to ensure it reaches themost disadvantaged pupils.
The report criticises the Dedicated Schools Grant, calling it flawedbecause it is based on historical spend and so cannot take into accountlocal variations in deprivation. It recommends that money is targeted topinpoint areas of multiple deprivation. It also raises the issue ofteachers' pay, noting that London schools are expected to pay a higherwage than elsewhere in the country and that funding does not always takeaccount of this.
