Review into deficient reference for child sex youth worker

A review is taking place to find out how a youth worker with a track record of inappropriate behaviour with young people was allowed to gain a job with Connexions in Cumbria.

David Kay, 63, from Seaton, was convicted of three charges of sexual activity with a child while working with Cumbria Connexions.

At the trial it emerged that Kay had been disciplined for inappropriate behaviour towards young girls in a previous role as a youth justice worker with North Yorkshire Council.

However, the job reference Cumbria Connexions received from the council before hiring him made no mention of this.

A North Yorkshire Council spokesman said that a review of the case and Kay's references is now taking place.

He said that so far references for a variety of other job applications made by Kay have been located, all of which "outline the outcome of a disciplinary process and the detail that Kay received a final written warning".
