A child protection inspection in August identified failings at the council. Since then, the authority has conducted a full review of services connected to safeguarding and audited 190 recent social care cases, to inform a 33-point improvement plan.
The plan sets out proposals to use peer-to-peer support to strengthen variable social work practice, boost staff retention by setting clear expectations of practice at every service level and improve risk assessment.
"These actions are essentially about ensuring that the core foundations of social work practice are in place," the plan states. "If they are not, then any subsequent improvement work is unlikely to be sustainable."
