The long-awaited plan was announced this week and includes five strategic aims. These are to create a "modern and efficient" organisation and improve safeguarding, early intervention, staff training and educational attainment of children.
However, Unison says it is "disappointed" by the lack of detail in the plans.
A spokesman for the union said: "It is right and proper that Doncaster should have an improvement plan but as always the devil is in the detail. Unfortunately there doesn't appear to be much detail.
"There doesn't seem to be a workforce strategy. The report talks about recruiting, retaining and motivating staff of the very highest calibre but it doesn't say how this will be achieved."
He is also concerned that funding for improvements will come from existing children's services budgets, which could mean cuts in other areas of the service.
