Debra Winney will work with nurseries across the city giving advice and information on a wide range of topics including staff training and sustainability.
She has been appointed with funding from the Cardiff Childcare Task Group and is the first NDNA development worker to be funded by a local authority in Wales.
Winney said: "I will provide an important link between provider and the local authority and hope to help both providers and the local authority build strong partnerships.
"Settings can really benefit from an external perspective and someone who can provide advice and information."
Sandra Welsby, national development manager at NDNA Cymru, added: "We are already receiving very positive feedback from members in Cardiff and we hope to be able to secure similar support for settings in other parts of Wales over time."
