Government plans leave option for nursery top-up fees open

Top-up fees for struggling nurseries have not been ruled out in the coalition's programme for government, announced today.

While the report, The Coalition: Our Programme for Government, outlines its support for free entitlement, it does not guarantee against giving struggling nurseries the power to charge fees, a move that much of the childcare sector has warned against.

Last month, CYP Now reported that the Tories were considering allowing top-up fees to give nurseries at risk of closure a lifeline. But in a debate hosted by Barnardo's prior to the election, former Lib Dem children's spokesman David Laws said his party would guarantee to continue with the free entitlement.
