Children’s secretary Ed Balls and skills secretary John Denham have said they would like to see one in five young people taking an apprenticeship within the next decade.
And the government has said if demand outstrips supply it will make extra money available for apprenticeships as a priority.
National completion certificates will be issued to apprentices once they complete their training and apprenticeships will be integrated into learning, making it easier for young people to move between the new 14-19 diplomas and apprenticeships.
A director of the apprenticeship programme will be appointed and a separately branded National Apprenticeship Service created.
Direct incentive payments will also be introduced to encourage businesses to take on apprentices.
